On the 14th of this month, the Immigration Services Agency of Japan released information on “The number of people recognized as refugees in 2024.“
In this blog article, “Refugee recognition rate in graph (trend in protection of refugee recognition applicants)),” we stated as followings;
The refugee recognition rate is calculated by dividing the number of applications for refugee recognition by the number of cases recognized as refugees. Japan’s figure is extremely low, which has been criticized both domestically and internationally, but it is necessary to take into account “the number of people for whom permission to stay was granted on humanitarian grounds” when evaluating our immigration policy.
The situation regarding refugee protection in Japan as of 2024 is as follows:

Refugee protection situation in Japan, 2024
A)Number of applications | 13,646 |
B)Settled refugees | 47 |
C)Convention refugee | 190 |
D)Complementary protection | 1,661 |
E)Other asylum | 335 |
F)Refugees, Complementary Protection and Other Asylum Patients Total | 2,233 |
The refugee recognition rate and total asylum recognition rate for 2024 calculated from the above are as follows:
Refugee recognition rate (B+C)/A | 1.7% |
Total protection recognition rate F/A | 16.3% |
Protection rate seen in graph
The graph on our website has been updated as follows:

The large increase in the total asylum rate is due to an increase in the number of people granted complementary protection status, most of whom are refugees from Ukraine, while the number of people recognized as pure refugees and those granted permission to stay on humanitarian grounds have both decreased since last year.
